What Is Web Accessibility?

Web accessibility means creating websites and digital content that people with disabilities can perceive, understand, navigate, and operate.

Accessibility supports people with visual, auditory, physical, speech, cognitive, neurological, and learning disabilities. Many accessible practices also improve usability for people navigating with a keyboard, using a mobile device, working with a temporary injury, or viewing content under difficult conditions.

What Are the Web Content Accessibility Guidelines?

The Web Content Accessibility Guidelines, commonly known as WCAG, provide an international framework for making websites, applications, and other digital content more accessible.

WCAG 2.2 remains the current W3C Recommendation. It organizes 13 guidelines under four principles and uses testable success criteria at Levels A, AA, and AAA. WCAG 3.0 remains an in-progress draft rather than the current conformance standard.

The four WCAG principles require digital content to be:

Perceivable

People need to receive and understand the information being presented.

This can include meaningful text alternatives for images, captions for video, sufficient colour contrast, and layouts that remain usable when content is enlarged.

O

Operable

People need to navigate and use the website through different input methods.

This includes keyboard access, visible focus indicators, usable controls, appropriate target sizes, and enough time to complete important tasks.

U

Understandable

Content and interactions need to be clear and predictable.

Navigation should remain consistent, instructions should be understandable, form fields should be labelled, and error messages should explain what needs to be corrected.

R

Robust

The website needs to work reliably across browsers, devices, and assistive technologies.

This depends on clear HTML structure, appropriately labelled controls, and interactive components that communicate their purpose, status, and behaviour.

P O U R

Together, these principles are often referred to as POUR: Perceivable, Operable, Understandable, and Robust.

What Do WCAG Levels A, AA, and AAA Mean?

WCAG has three conformance levels.

A

Level A addresses foundational barriers that can prevent people from accessing or operating content.

AA

Level AA adds criteria commonly used in accessibility policies, procurement requirements, and regulations.

AAA

Level AAA includes additional criteria that can support particular users and types of content. Meeting every Level AAA criterion across an entire website may not always be practical or possible.

WCAG 2.2 Level AA conformance requires all applicable Level A and Level AA success criteria to be met.

Many organizations use Level AA as a working target, but the correct target can depend on the jurisdiction, organization, contract, industry, and digital service involved.

Which Accessibility Requirements Apply to Us?

WCAG is a technical accessibility standard. Laws, regulations, policies, and procurement agreements may refer to a particular WCAG version and conformance level.

Requirements can therefore differ between organizations and locations.

Ontario

In Ontario, applicable public websites and web content from covered organizations remain subject to specified WCAG 2.0 Level A and AA requirements, with defined exceptions.

United States

In the United States, the Department of Justice’s Title II rule uses WCAG 2.1 Level AA for covered state and local government web content and mobile applications.

Canada

Accessibility Standards Canada has also adopted CAN/ASC–EN 301 549:2024, which addresses accessibility requirements for information and communications technology.

Common Website Accessibility Barriers

A website can look polished and still be difficult to use.

Some barriers are visible immediately. Others only become apparent when we navigate without a mouse, enlarge the content, use assistive technology, or try to complete an important process.

Common issues include:

  • Navigation that cannot be used with a keyboard
  • Missing or difficult-to-see keyboard focus
  • Low text or interface contrast
  • Headings selected for appearance instead of structure
  • Links labelled with vague wording such as “click here”
  • Buttons without clear accessible names
  • Form fields without meaningful labels
  • Error messages that do not explain how to correct the problem
  • Instructions that rely only on colour
  • Videos without accurate captions
  • Images with missing or unhelpful alternative text
  • Pop-ups that trap or misplace keyboard focus
  • Content that becomes unusable when enlarged
  • PDFs that cannot be read or navigated properly
  • Status updates that are not announced to assistive technology

Can Automated Testing Confirm Accessibility?

Automated tools are useful, but they cannot determine whether an entire website is accessible.

A scanner may identify missing alternative text, some contrast issues, empty links, unlabelled form fields, duplicate identifiers, and particular code errors. These findings can reveal repeated problems efficiently.

Automated tools cannot reliably determine whether:

  • Alternative text communicates the purpose of an image
  • The heading structure makes sense
  • Keyboard focus follows a logical order
  • Instructions are understandable
  • Form errors are useful and announced correctly
  • A dialog works properly with assistive technology
  • Link wording makes sense in context
  • A complete booking, purchase, or inquiry process can be finished

A high automated score can therefore miss meaningful barriers, while a long error report may include issues that require interpretation. W3C guidance explains that evaluation tools cannot automatically assess every accessibility requirement and that knowledgeable human review remains necessary.

A scan can support an assessment. It should not be treated as proof of complete accessibility or guaranteed compliance.

Do We Need to Rebuild the Website?

Not necessarily.

Some accessibility problems can be corrected through focused changes to content, colour, markup, forms, or component behaviour.

Other issues originate in the theme, page builder, navigation system, templates, plugins, or shared components. When inaccessible patterns are built into the website’s foundation, repeated repairs may become less practical than a structured redesign.

We begin by reviewing representative areas such as:

We recommend focused remediation when the existing foundation can support it. We recommend broader redesign work when structural limitations make individual repairs unreliable or difficult to maintain.

A technical report without priorities can leave website owners with a long list and no clear starting point.

After improvements are completed, we retest the affected experience. Updating the code does not automatically confirm that the barrier has been resolved.
